WhatsApp Business API Pricing in India Explained (2026 Update)

If you're evaluating the WhatsApp Business API for your business in India, you're actually looking at two separate bills: what Meta charges for the messages themselves, and what your automation platform (like Wably) charges for the software that sends, manages and automates them. Most of the confusion we hear from prospective customers comes from mixing the two up. This guide untangles them, and explains a change Meta made that a lot of older articles online still get wrong.

The 2025 change most guides haven't caught up on

Until mid-2025, Meta billed WhatsApp Business messaging on a conversation-based model: once you opened a 24-hour conversation window with a customer, you paid one flat fee for that window no matter how many template messages you sent inside it.

On 1 July 2025, Meta switched to per-message pricing. Under the current model, each delivered template message is billed individually — there's no more "one fee per 24-hour window" bundling. If you're comparing quotes or reading pricing guides published before mid-2025, treat any mention of "conversation-based pricing" or a flat per-window fee as outdated.

The three message categories Meta bills differently

Every template message you send falls into one of three categories, and each is treated differently for billing:

In practice, this means a support-heavy or order-updates-heavy business can keep a large share of its messaging genuinely free, while a business leaning on cold marketing broadcasts will see most of its messages billed.

What changed for India specifically in 2026

Meta began rolling out local INR billing for eligible Indian businesses from 1 January 2026, with a migration deadline of 31 December 2026 — after which eligible accounts still billed outside INR risk having message delivery paused. India also has its own volume tiers for Utility and Authentication messages, separate from other markets.

How a platform fee like Wably's stacks on top

Meta's charges only cover message delivery. They don't include the software that builds your AI agents, manages your shared inbox, runs broadcast campaigns, or handles catalog and payment flows — that's the platform layer, and it's billed separately by whichever provider you use.

A simple way to estimate your monthly cost

Until you have a few weeks of real send data, a rough estimate works like this:

  1. Count how many Marketing template messages you expect to send in a month — these are billed every time.
  2. Count Utility messages, and estimate what share will land inside an open service window (free) versus cold outreach (billed).
  3. Count Authentication messages (OTPs) — these are billed every time.
  4. Add your platform subscription on top — for Wably, that's a fixed monthly fee regardless of message volume.

Once you're live, Meta's own WhatsApp Manager dashboard shows your actual delivered-message counts by category, which is the most reliable way to refine the estimate.

Frequently asked questions

Is there still a free monthly message allowance?

No. The free monthly conversation allowance that existed under the old conversation-based model was removed when Meta moved to per-message pricing in July 2025. Service messages and in-window utility messages remain free, but there's no blanket free quota anymore.

Do I need a separate Meta account to see my own rates?

Yes — exact current rates are visible in Meta's WhatsApp Manager once your Business Account is set up, and on Meta's official pricing documentation.

Does Wably add a markup on top of Meta's charges?
